Prequalification Guide for Subcontractors
A practical guide to subcontractor safety prequalification—from setting project-specific criteria and reviewing records to onboarding, monitoring, and keeping proof current.

A subcontractor safety prequalification process helps you decide whether a trade partner is prepared for the work before crews mobilize. The goal is not to collect the thickest binder or find a perfect injury rate. It is to verify that the company understands the hazards in its scope, has people and controls capable of managing them, and can provide current evidence. Done well, prequalification makes bid decisions clearer and gives the project team a stronger starting point for onboarding and coordination.
What is subcontractor safety prequalification?
Safety prequalification is a risk-based review completed before award or mobilization. A general contractor or owner compares a subcontractor’s experience, written programs, qualifications, loss history, insurance, and proposed controls against requirements for the project. There is no single federal OSHA prequalification form; the criteria should reflect the scope, contract, location, and owner requirements.
Prequalification is not the same as site onboarding. Prequalification asks whether the company is suitable for the work. Onboarding confirms that the selected company and its workers understand this site’s rules, hazards, emergency procedures, and reporting channels. You need both. A strong corporate safety program does not replace a project-specific plan.
OSHA’s recommended practices for host employers and contractors emphasize exchanging hazard information and coordinating work before it starts and when conditions change. OSHA’s multi-employer citation policy also explains why responsibility on a shared site can extend beyond the employer whose workers face the hazard. Prequalification supports that coordination; it does not transfer an employer’s legal duties to someone else.
What to include in a subcontractor prequalification checklist
Start with the evidence that changes your decision. Label every item as required, conditional, or informational so reviewers apply the same standard to every bidder.
- Company and scope. Legal name, years in business, proposed trade, project locations, workforce size, and the high-hazard tasks the subcontractor expects to perform.
- Safety leadership. The person accountable for safety, site supervision structure, competent or qualified people required for the work, and stop-work authority.
- Written programs. Programs relevant to the scope—such as fall protection, excavation, electrical safety, silica, confined spaces, or hazard communication—not a generic manual review.
- Training and credentials. Current training records, licenses, operator cards, and certifications tied to the workers and tasks that require them. Verify critical credentials with the issuer when practical.
- Safety performance. OSHA logs when lawfully requested, incident trends, serious-event history, corrective actions, and context for EMR, TRIR, and DART. A single rate should prompt questions, not make the decision by itself.
- Insurance and contractual evidence. Certificates of insurance, endorsements, limits, and other owner-required documents. Have the appropriate risk or contracts specialist review coverage and contract language.
- Field execution. How the company conducts pre-task planning, inspections, toolbox talks, incident reporting, corrective-action closure, and coordination with other trades.
- References and past performance. Similar projects, schedule and quality performance, safety issues, and whether the subcontractor communicated and corrected problems promptly.
How to evaluate subcontractors consistently
- Define the risk before requesting documents. Break down the scope, major hazards, interfaces with other trades, and owner or jurisdictional requirements.
- Set pass, review, and fail criteria. Identify hard requirements separately from items that need an explanation or mitigation plan.
- Review substance, not filenames. Confirm that programs match the actual work, records are current, and named people can perform the roles assigned to them.
- Ask about exceptions. Give the subcontractor a fair chance to explain adverse trends, expired documents, unusual claims, or a recent change in leadership.
- Document the decision. Record who reviewed the submission, what was accepted, conditions of approval, missing items, and who owns follow-up.
- Escalate based on risk. A higher-risk scope may require an interview, site visit, additional controls, or review by a qualified safety, legal, insurance, or operational professional.
Avoid a scorecard that hides judgment behind one total. A company with excellent paperwork but weak field controls can score well while presenting real exposure. Conversely, a small subcontractor may have capable crews but need help formalizing records. State the gap, the risk it creates, and whether it can be closed before work begins.
Warning signs worth a closer look
- Policies copied from another company or unrelated to the proposed scope.
- Credentials that cannot be tied to a worker, issuer, expiration date, or required task.
- Injury data that conflicts across the application, OSHA logs, and insurance documents.
- Serious incidents described without root-cause findings or completed corrective actions.
- A supervisor who cannot explain how hazards, changes, and incidents will be communicated.
- Pressure to waive project requirements without a documented alternative control.
A warning sign is not automatically a rejection. It is a signal to verify, clarify, and decide whether the remaining risk is acceptable. Apply the same process to comparable firms and protect confidential worker and medical information.
Prequalification continues after award
Approval is a point-in-time decision. Before mobilization, confirm the final crew, scope, competent-person assignments, site orientation, emergency contacts, and task-specific plans. During the project, monitor leading evidence: inspections completed, hazards reported, corrective actions closed, required forms submitted, and credentials approaching expiration.
Update the record when the scope changes, a serious incident occurs, a key document expires, or the subcontractor’s performance shows a new pattern. Requirements can also differ in OSHA-approved State Plan states, so check the applicable state program and local rules rather than assuming the federal baseline is the whole answer.
