Introduction: It is not uncommon to work around power lines; however, the potential hazards to workers are enormous; workers just have to work safer. ## Guide for Discussion How to Avoid Electrocution • Locate all power supplies. Besides this being the state law, it's smart. • Have the Power Company inform you of the voltage and arc distances. • Shut off or insulate the power line(s) if possible. - Never allow a piece of equipment to break the safety zone (the distance required to avoid electric arc.) - General Rules to Remember • Designate a competent lead signal person. • Communicate clearly with all members of the work crew. • Have all crewmembers watch the operation. • Be alert. • Watch for non-alert crewmembers. ## Additional Discussion Notes: Remember: Whenever you are near a power line, be sure to minimize the risk by de-energizing or insulating the power source. For power lines and equipment energized. more than 50 kV, the distance is 10 feet plus 4 inches for every 10 kV over 50 kV. ## Safe Working Clearance Distance OSHA's minimum line clearance determines only the closest distance that any equipment or material can get to an overhead power line. It does not determine the safe working clearance distance. The safe working clearance distance is determined by adding a crane's furthest reach, including the extension of any load, to the line clearance distance. For example, if a crane with a 100-foot boom is working near a power line that has a line clearance distance of 10 feet, the crane should be placed 110 feet from the power line. A 100-foot crane located 50 feet from a power line still has the potential to come in contact with the line. The safe working clearance eliminates this risk and should be used whenever possible. Under no circumstances should equipment or personnel be closer than OSHA's line clearance distance unless the utility has de-energized and visibly grounded the power lines and informed the appropriate personnel that the lines no longer pose a threat. ## Contact with Power Lines If the crane or mast comes in contact with a power line, the operator should swing the boom into the clear. (1) All vehicles and mobile equipment shall be equipped, maintained and operated in accordance with the manufacturer's recommendations, applicable safety orders of the California Code of Regulations, Title 8, including, but not limited to, the provisions contained in this Article 12 of the General Industry Safety Orders. (2) Prior to the daily use of vehicles and mobile equipment, visual inspections and operational checks shall be made in accordance with the manufacturer's instructions. (3) No part of the employee's body shall be used to locate or attempt to stop a hydraulic leak. # Historical Note (cont.) ## § 23-8.1 General provisions. (cont.) Exception: This paragraph does not apply to any mobile crane provided with a clamshell or dragline used in excavation operations. (3) Electrically-driven mobile cranes, tower cranes and derricks shall be provided with devices which will automatically hold the loads in cases of power failure. (e) Load handling. (1) Mobile cranes, tower cranes and derricks shall not be loaded beyond their rated capacities. (2) Hoisting ropes for concrete buckets used with mobile cranes, tower cranes or derricks shall be provided with safety hooks or closed shackles. (3) Where slings are used to hoist material of long length, spreader bars shall be used to space and keep the sling legs in proper balance. (4) Reinforcing rods, conduit and lumber, when of uneven lengths as well as column clamps and similar items which cannot be easily secured to form safe drafts or loads shall be hoisted in boxes. Each such box shall be substantially constructed and supported from its four corners by individual lengths of wire rope having spliced or clipped loops for attachment to the load line. The construction and suspension of each such box shall be capable of holding at least four times the load for which it is intended. (5) In steel erection, when a load is suspended from a mobile crane, tower crane or derrick at two or more points with slings, the eyes of the lifting legs of the slings shall be shackled together and this shackle or the eyes of the shackled slings shall be placed on the hook. Alternatively, the eyes of the lifting legs may be shackled directly to the hoisting block, ball or balance beam. (1) All mobile cranes/equipment (greater than 2,000 pounds capacity) in use must meet the applicable requirements for design, construction, testing, inspec- tion, maintenance, and operation as prescribed in the ASME B30.5-2021, Safety Standard for Mobile and Locomotive Cranes. It is not the intent of this rule to require retrofitting of existing cranes. However, when an item is being modified, its performance needs to be reviewed by a qualified person and compared to the applicable sections of this rule. For modification requirements see WAC 296-155-[redacted postal code] (57) and (58). For cranes/equipment manufactured prior to the effective date of this rule, the design, construction, and testing criteria must meet, at a minimum, to the ASME B30.5 standard in effect the year of manufacture. (2) Mobile cranes must have boom stops to provide resistance from backward overturning. Such as: • A fixed or telescoping bumper; • A shock absorbing bumper; - Hydraulic boom elevation cylinder (s).
