installation, use or dismantling of equipment that is used in a fall-protection system and that is provided by an employer. - (4) The fall-protection systems referred to in paragraph ( 2 )(b) are to be chosen in consultation with the work place committee or the health and safety representative, as appropriate for the work area and activity in question, taking into account the following order of priority: - (a) passive fall-protection system; - (b) fall-restraint system; - (c) fall-arrest system; and - (d) fall hazard zone system. - (5) The clearance distance referred to in paragraph ( 2 )(d) must be sufficient to prevent a person from hitting the ground or an object or surface below the work area during a fall. If a guardrail system is chosen to provide the fall protection, and a controlled access zone has already been established for leading edge work, the control line may be used in lieu of a guardrail along the edge that parallels the leading edge. - (3) Hoist areas. Each employee in a hoist area shall be protected from falling 6 feet (1.8 m) or more to lower levels by guardrail systems or personal fall arrest systems. ## 29 CFR 1926 (OSHA) Toeboard means a low protective barrier that will prevent the fall of materials and equipment to lower levels and provide protection from falls for personnel.
