- e. During inspections, CSHOs shall encourage employers to correct hazards as quickly as possible. Particular attention shall be paid to identifying instances of failure to correct and violations repeated from season to season. These violations shall be recommended for citation in accordance with normal procedures. - f. Primary Concern. In conducting a TLC inspection, the CSHO shall be primarily concerned with those facilities or conditions which most directly relate to employee safety and health. Accordingly, all housing inspections shall address at least the following: - i. Site. The location of the site in relation to swamps, pools, sinkholes and other surfaces where water may collect and remain for extended periods. The site shall be in a clean and sanitary condition; i.e., free from rubbish, debris, waste paper, garbage and other refuse. - ii. Shelter. Whether the shelter provides protection against the elements and whether the rooms are used for combined purposes of sleeping, cooking and eating. For rooms used for sleeping purposes, determine the number of occupants and size of the rooms. Determine for all rooms whether there is proper ventilation and screening. - iii. Water Supply. Whether the water supply has been approved by the appropriate local health authority; determine the location of hydrants. - iv. Toilet Facilities. The type, number, location and sanitary conditions of toilet facilities. - v. Laundry, Handwashing and Bathing Facilities. The number, locations and conditions of these facilities. - vi. Solid Wastes. Determine the type, number, locations and conditions of solid waste containers, and whether there are any infestations of insects or rodents. - vii. First Aid Facilities. ## NATIONAL RESEARCH COUNCIL RECOMMENDATIONS CONCERNING CHEMICAL HYGIENE IN LABORATORIES - (k) Eating, drinking, smoking, gum chewing, applying cosmetics, and taking medicine in laboratories where hazardous chemicals are used or stored should be strictly prohibited. - (l) Food, beverages, cups, and other drinking and eating utensils should not be stored in areas where hazardous chemicals are handled or stored. - (m) Laboratory refrigerators, ice chests, cold rooms, and ovens should not be used for food storage or preparation. - (n) Contact the laboratory supervisor, Principal Investigator, CHO or EHS office with all safety questions or concerns. - (o) Know the location and proper use of safety equipment. - (p) Maintain situational awareness. - (q) Make others aware of special hazards associated with your work. - (r) Notify supervisors of chemical sensitivities or allergies. - (s) Report all injuries, accidents, incidents, and near misses. - (t) Unauthorized persons should not be allowed in the laboratory. - (u) Report unsafe conditions to the laboratory supervisor or CHO. - (v) Properly dispose of chemical wastes. ## Working Alone in the Laboratory Working alone in a laboratory is dangerous and should be strictly avoided. Division 2 Oregon Occupational Safety and Health Division Each housekeeping program should specify the schedules and control measures which will be used to control dust emitted from the stock handling system. The housekeeping program should address the schedules to be used for cleaning dust accumulations from motors, critical bearings and other potential ignition sources in the working areas. Also, the areas around bucket elevator legs, milling machinery and similar equipment should be given priority in the cleaning schedule. The method of disposal of the dust which is swept or vacuumed should also be planned. Dust may accumulate in somewhat inaccessible areas, such as those areas where ladders or scaffolds might be necessary to reach them. The employer may want to consider the use of compressed air and long lances to blow down these areas frequently. The employer may also want to consider the periodic use of water and hoselines to wash down these areas. If these methods are used, they are to be specified in the housekeeping program along with the appropriate safety precautions, including the use of personal protective equipment such as eyewear and dust respirators. Several methods have been effective in controlling dust emissions. A frequently used method of controlling dust emissions is a pneumatic dust collection system. However, the installation of a poorly designed pneumatic dust collection system has fostered a false sense of security and has often led to an inappropriate reduction in manual housekeeping. Therefore, it is imperative that the system be designed properly and installed by a competent contractor. Those employers who have a pneumatic dust control system that is not working according to expectations should request the engineering design firm, or the manufacturer of the filter and related equipment, to conduct an evaluation of the system to determine the corrections necessary for proper operation of the system. A written housekeeping and maintenance plan shall be kept which shall list appropriate frequencies for carrying out housekeeping operations, and for cleaning and maintaining dust collection equipment. The plan shall be available for inspection by the Assistant Secretary. - (5) Maintenance of equipment. Periodic cleaning of dust collection and ventilation equipment and checks of their effectiveness shall be carried out to maintain the effectiveness of the system and a notation kept of the last check of effectiveness and cleaning or maintenance. ## (l) [Reserved] - (m) Hygiene facilities and practices. - (1) Change rooms. The employer shall provide for employees working in regulated areas or subject to the possibility of skin or eye irritation from inorganic arsenic, clean change rooms equipped with storage facilities for street clothes and separate storage facilities for protective clothing and equipment in accordance with 29 CFR 1910.141(e). - (2) Showers. - (i) The employer shall assure that employees working in regulated areas or subject to the possibility of skin or eye irritation from inorganic arsenic shower at the end of the work shift. - (ii) The employer shall provide shower facilities in accordance with 1910.141(d)(3). ## (3) Lunchrooms. - (i) The employer shall provide for employees working in regulated areas, lunchroom facilities which have a temperature controlled, positive pressure, filtered air supply, and which are readily accessible to employees working in regulated areas. - (ii) The employer shall assure that employees working in the regulated area or subject to the possibility of skin or eye irritation from exposure to inorganic arsenic wash their hands and face prior to eating. - (4) Lavatories. Oregon Occupational Safety and Health Division Division 2 Toxic material means a material in concentration or amount which exceeds the applicable limit established by a standard, such as 1910.1000 and 1910.1001 or, in the absence of an applicable standard, which is of such toxicity so as to constitute a recognized hazard that is causing or is likely to cause death or serious physical harm. Urinal means a toilet facility maintained within a toilet room for the sole purpose of urination.
