Lockout/Tagout is used to control hazardous energy, preventing equipment from being energized during repairs or maintenance. Lockout is the preferred method - and the only truly protective one. First, turn off the energy isolating device. Then, use a keyed lock to lock out the energy isolating device. The best way is one worker, one lock, one key. This practice is actually stronger than the OSHA standard. Under the one worker, one lock, one key system: - Each worker needs one lock for each energy source. For example, if there are three different energy sources on a machine, each worker would need three locks. - Multiple workers can use a hardened hasp called a scissors to allow multiple locks. • Each worker needs to remove his/her own lock when servicing work is completed. Tagout is sometimes used, but it should only be used when machines or equipment can't be locked out. Sometimes, as with older equipment, equipment can't be locked out. However, after January 2, 1990: - Equipment undergoing major modifications must get lockout, and - New equipment must be equipped for lockout. - Tags don't provide physical protection - they can't stop someone from turning on equipment. - Tags should have specific information about the job. • Tags should have specific warning messages, such as: "Do Not Start." These activities include the installation, setup, adjustment, inspection, modification, and routine maintenance or servicing of equipment. Hazardous energy sources include electrical, mechanical, hydraulic, pneumatic, chemical, gravity, and thermal. Equipment must be isolated from its energy sources and rendered inoperative to prevent injury or death from unanticipated, uncontrolled hazardous energy. (Control-circuit type devices are not energy-isolation devices.) Cord-and-plug-connected equipment is not covered under the standard if it's unplugged, the plug is under the exclusive control of the operator, and electricity is the only form of hazardous energy. Employers must develop and enforce an energy control program that consists of energy-control procedures, employee training, and periodic inspections. THE CONTROL OF HAZARDOUS ENERGY (LOCKOUT/TAGOUT) Tagout devices are prominent warning devices securely fastened to energy-isolation devices to warn employees not to re-energize equipment being serviced. Tagout devices are easier to remove, and provide employees with less protection than lockout devices. Lockout devices and tagout devices must only be used for controlling energy - not for other purposes.
