Any pipe lines or connections to the drum or vessel shall be disconnected or blanked. - (2) In order to meet the 'absolutely certain' test required in subsection (1) of this rule, appropriate testing equipment shall be used prior to and frequently during the welding, torch or abrasive cutting or other hot work operation to insure that the container is free and remains free of flammable or toxic vapors. - (ii) Venting and purging. All hollow spaces, cavities or containers shall be vented to permit the escape of air or gases before preheating, cutting or welding. Purging with inert gas is recommended. - (4) Confined spaces. - (i) Accidental contact. When arc welding is to be suspended for any substantial period of time, such as during lunch or overnight, all electrodes shall be removed from the holders and the holders carefully located so that accidental contact cannot occur and the machine be disconnected from the power source. - (ii) Torch valve. (i) Inspections and tests shall be performed on process equipment. - (ii) Inspection and testing procedures shall follow recognized and generally accepted good engineering practices. - (iii) The frequency of inspections and tests of process equipment shall be consistent with applicable manufacturers' recommendations and good engineering practices, and more frequently if determined to be necessary by prior operating experience. - (iv) The employer shall document each inspection and test that has been performed on process equipment. The documentation shall identify the date of the inspection or test, the name of the person who performed the inspection or test, the serial number or other identifier of the equipment on which the inspection or test was performed, a description of the inspection or test performed, and the results of the inspection or test. - (5) Equipment deficiencies. Oregon Administrative Rules Oregon Occupational Safety and Health Division ## FIRE PREVENTION J ## §1926.352 Fire Prevention. - (a) When practical, objects to be welded, cut, or heated shall be moved to a designated safe location or, if the objects to be welded, cut, or heated cannot be readily moved, all movable fire hazards in the vicinity shall be taken to a safe place, or otherwise protected. - (b) If the object to be welded, cut, or heated cannot be moved and if all the fire hazards cannot be removed, positive means shall be taken to confine the heat, sparks, and slag, and to protect the immovable fire hazards from them. - (c) No welding, cutting, or heating shall be done where the application of flammable paints, or the presence of other flammable compounds, or heavy dust concentrations creates a hazard. - (d) Suitable fire extinguishing equipment shall be immediately available in the work area and shall be maintained in a state of readiness for instant use. - (e) When the welding, cutting, or heating operation is such that normal fire prevention precautions are not sufficient, additional personnel shall be assigned to guard against fire while the actual welding, cutting, or heating operation is being performed, and for a sufficient period of time after completion of the work to ensure that no possibility of fire exists. ## 29 CFR 1910 (OSHA) - (2) The permit shall document that the fire prevention and protection requirements in 29 CFR 1910.252(a) have been implemented prior to beginning the hot work operations; it shall indicate the date(s) authorized for hot work; and identify the object on which hot work is to be performed. The permit shall be kept on file until completion of the hot work operations. - (l) Management of change. Division 2 Oregon Occupational Safety and Health Division Inside bucket elevator means a bucket elevator that has the boot and more than 20 percent of the total leg height (above grade or ground level) inside the grain elevator structure. Bucket elevators with leg casings that are inside (and pass through the roofs) of rail or truck dump sheds with the remainder of the leg outside of the grain elevator structure, are not considered inside bucket elevators. Jogging means repeated starting and stopping of drive motors in an attempt to clear choked legs. Lagging means a covering on drive pulleys used to increase the coefficient of friction between the pulley and the belt. Permit means the written certification by the employer authorizing employees to perform identified work operations subject to specified precautions. - (d) Emergency action plan. The employer shall develop and implement an emergency action plan meeting the requirements contained in OAR 437-0020042. ## (e) Training. - (1) The employer shall provide training to employees at least annually and when changes in job assignment will expose them to new hazards. ## OCCUPATIONAL HEALTH AND SAFETY, 2020 ## Flammable or explosive substance in atmosphere - 25-11 (1) If a flammable or explosive substance is present in the atmosphere of a worksite at a level that is more than 20% of the lower explosive limit of that substance, an employer or contractor shall not require or permit a worker to enter or work at the worksite. - (2) Subsection (1) does not apply to: - (a) a firefighter who has been trained pursuant to section 32-4; or - (b) a competent worker who meets the requirements of subsection (3) and who is acting in an emergency situation at the place of employment. - (3) An employer shall ensure that: - (a) the competent worker mentioned in clause (2) (b) is trained, equipped and works according to an approved standard; - (b) the training required by clause (a) is provided by a competent person; and - (c) a written record is kept of all training delivered to a worker pursuant to clause (a). 31 Dec 2020 c S-15.1 Reg 10 s25-11. ## Hot work - 25-12 (1) If a flammable substance is or may be present, an employer or contractor shall ensure that no hot work is performed until: - (a) suitable tests have been conducted that: - (i) indicate whether the atmosphere contains a flammable substance in a quantity sufficient to create an explosive atmosphere; and - (ii) confirm that the work may be safely performed; and - (b) the work procedures developed pursuant to clause 25-5(1) (b) have been implemented to ensure continuous safe performance of the work. - (2) While hot work is being performed, an employer or contractor shall conduct tests described in clause (1) (a) at intervals appropriate to the work being performed and record the results. - (3) An employer or contractor shall not require or permit any hot work to be performed in the vicinity of a material that may constitute a fire hazard until suitable steps have been taken to reduce the risk of fire. - (4) An employer or contractor shall ensure that a container or piping that…
