Division 2 - 1910.268 (d)(2) If work exposes energized or moving parts that are normally protected, danger signs shall be displayed and barricades erected as necessary, to warn other personnel in the area. - [redacted phone] (2) Employee protection in public work areas - (b) Once a work area has been established, it shall be the employer's responsibility to provide adequate supervision and periodic surveillance to assure that the above requirements are met. - [redacted phone] (3) Before work is performed on overhead lines, underground (such as in manholes), or in buried plants, the employer or designated representative shall make a complete evaluation of the work location to determine if a hazard exists or could be created in the performance of the work. The employer or designated representative shall determine from this evaluation, a safe procedure for performing the work and those means or methods shall be implemented before the work proceeds. Examples of possible work site conditions that may be hazardous include, but are not limited to: - (a) Manhole, pit, and pole locations, street intersections, alleys and isolated areas; - (b) Weather and road conditions (such as ice, snow, and rain); - (c) Visibility; - (d) Time of day; - (e) Manhole atmosphere conditions (such as explosive gases, exhaust fumes, and oxygen deficiency); - (f) Jointly occupied manholes with foreign utilities; and - (g) Power hazards. - 1910.268 (d)(3) The employer shall insure that an employee finding any crossed or fallen wires which create or may create a hazardous situation at the work area: - (i) Remains on guard or adopts other adequate means to warn other employees of the danger and - (ii) has the proper authority notified at the earliest practical moment.

## Restraining hoses and piping - 188 (1) An employer must ensure that a hose or piping and its connections operating under pressure are restrained if workers could be injured by its movement if it fails or if it is disconnected. - 188 (2) Despite subsection (1), if a hose or piping and its connections operating at a working pressure of 2000 kilopascals or more cannot be restrained, in order to prevent a failure that could injure workers, an employer must ensure that the hose or piping and its connections are designed, installed, used, inspected and maintained - (a) in accordance with the manufacturer's specifications, or - (b) in accordance with specifications certified by a professional engineer. - 188 (3) Subsection (1) does not apply to properly maintained fire hoses used by competent workers. ## Securing equipment and materials - 189 If a worker may be injured if equipment or material is dislodged, moved, spilled or damaged, both the employer and the worker must take all reasonable steps to ensure the equipment or material is contained, restrained or protected to eliminate the potential danger. ## Skeleton structures - 190 (1) An employer must ensure that the erection drawings and procedures for a project that includes connecting the structural parts of a skeleton structure are prepared and certified by a professional engineer. - 190 (2) The erection drawings and procedures referred to in subsection (1) must - (a) show the sequence in which the structure is to be erected, - (b) show the horizontal and vertical placement of base structures and footings, and - (c) ensure that the structure is stable during assembly. - 190 (3) If the erection procedures referred to in subsection (1) must be changed because of site conditions or unanticipated loads on the skeleton structure, the employer must ensure that the changed, additional or alternative procedures are prepared and certified by a professional engineer before they are implemented. - 190 (4) An employer mus

Division 3 AO 1-2019 Oregon Administrative Rules Oregon Occupational Safety and Health Division - (2) A dedicated spotter who is in continuous contact with the operator. The dedicated spotter must: - (i) Be equipped with a visual aid to assist in identifying the minimum clearance distance. Examples of a visual aid include, but are not limited to: a line painted on the ground; a clearly visible line of stanchions; a set of clearly visible line-of-sight landmarks (such as a fence post behind the dedicated spotter and a building corner ahead of the dedicated spotter). - (ii) Be positioned to effectively gauge the clearance distance. - (iii) Where necessary, use equipment that enables the dedicated spotter to communicate directly with the operator. - (iv) Give timely information to the operator so that the required clearance distance can be maintained. - (3) An elevated warning line, or barricade (not attached to the crane), in view of the operator (either directly or through video equipment), equipped with flags or similar high-visibility markings, to prevent electrical contact. However, this provision does not apply to work covered by subpart V of this part. - (4) Insulating link/device. - (i) An insulating link/device installed at a point between the end of the load line (or below) and the load. - (ii) Paragraph (d)(4)(i) of this section does not apply to work covered by Division 2/RR. - (iii) [Reserved.] - (iv) Until November 8, 2011, the following procedure may be substituted for the requirement in paragraph (d)(4)(i) of this section: all employees, excluding equipment operators located on the equipment, who may come in contact with the equipment, the load line, or the load must be insulated or guarded from the equipment, the load line, and the load.
