The work crew used generally standard traffic control devices and safety practices and precautions to manage the work zone. The work team had placed advanced warning signs and they had set up cones to delineate the work zone. Cones and other delineating devices can be useful to define the proper traffic lanes from the work zone, but they provide little to no physical protection for workers from an intruding vehicle that might enter the work zone. With today's driving public, it is not unusual to find drivers who are impaired, who are inattentive, who are speeding, who drive aggressively and who pose a danger to not only themselves but to other drivers. They also present a serious hazard to workers situated in highway and road work zones. As demonstrated in this incident report, the current work zone control methods were ineffective in preventing the fatality and serious injury that occurred to the two utility workers in the work zone. What are general tips when working on or near roads? ## What is covered in this document? This document covers managing traffic flow through a work zone. Construction, maintenance, utility workers, landscaping, emergency workers, and all other occupations who may conduct activities on or along the road are exposed to hazards such as: - collision with traffic or work vehicle, especially at high speeds - weather conditions - exposure to vehicle exhaust - moving machinery and equipment - angry motorists Traffic control refers to the use of temporary traffic control devices to protect workers and to move road users safely through a work zone. A traffic management plan is usually required to outline the traffic hazards and to specify the measures needed for traffic control. Health and safety legislation focuses on safety requirements, including increased visibility of the workers, signage, and signalling. # WORK ZONE SAFETY STOP ## Date Posted: 05/31/2024 According to the Bureau of Labor Statistics (BLS), there are 773 work zone-related fatalities annually. Construction workers who work on highways, roads, streets, bridges, tunnels, utilities, and other similar work for the highway infrastructure are exposed to hazards from outside and inside the work zone. The work is often in congested areas with exposure to high traffic volumes and speeds and can also have the dangers of low lighting, low visibility, and inclement weather. Work is often near moving construction vehicles, equipment, and passing motor vehicle traffic. Note: Dump trucks were responsible for 41% of the deaths, with 52% of those fatalities involving dump trucks backing. ## WORK ZONE HAZARDS When working on or near the roads, there are several hazards that you need to be aware of, including: • Moving and idle construction vehicles and equipment. • Moving vehicles driven by the public or other workers. • Traffic control/management. • Noise from motors and vehicles. • Limited visibility from machinery/dust. - Night work and limited lighting. • Inclement weather. - Natural hazards such as trees and vegetation. . Slip, trip, and fall hazards. • Hazards upon entering or leaving the work zone. ## FLAGGERS Flaggers and other workers can be exposed to the hazard of being struck if not visible to motorists or equipment operators. Flaggers and others setting up or taking down temporary traffic control should wear high visibility clothing (ANSI class 2 or 3) with a fluorescent orange-red or yellow-green background and retroreflective orange, yellow, white, silver, or yellow-green material. In traffic movement areas, this personal protective equipment will make the worker visible at least 1,000 feet from any direction and make the worker stand out from the background. On June 17, 2007, a 26-year-old male employee died when the flatbed truck he was driving left the roadway and crashed. The victim worked as a concrete finisher for a poured concrete foundation and structure contractor. The victim and a coworker completed work at a job site and then the victim, and the coworker as a passenger, got into a flatbed truck and started driving along a state highway. At about 1:40 PM the flatbed, traveling at the speed limit, on a straight section of a dry highway, veered off the road, and struck a tree head-on, The truck burst into flames. The victim died the scene and the passenger suffered severe burns to 70% of his body.
